leave the Governor of Hong Kong and His Majesty's Minister

at Peking, who are equally alive to the advantages of

periodical meetings, full discretion to settle the time and

place at which the latter are to be held, in consultation and

agreement with each other and with the other authorities

concerned and having regard to local conditions as they exist

at the time.
